The coastal zone runs 300 m inland from the mean high water line, and any building in it needs a permit under section 14 of the Coast Conservation Act No. 57 of 1981. Paddy land cannot be filled, built on or used for anything but cultivation without the written permission of the Commissioner-General of Agrarian Development (sections 33 and 34 of the Agrarian Development Act No. 46 of 2000). Ocean-facing plots at Kottegoda and Talalla are in the coastal zone. Along the Nilwala river, which is connected to the sea, the coastal zone can reach up to 2 km inland from its mouth, so ask the Coast Conservation Department before you buy riverside land.
