Coastal zone, paddy and state land: what to check in Pottuvil
Three rules apply on this coast. The coastal zone runs 300 m inland from the mean high water line, and up to 2 km inland around the mouths of lagoons connected to the sea; building in it needs a permit under section 14 of the Coast Conservation Act No. 57 of 1981. Paddy land cannot be filled or built on without the written permission of the Commissioner-General of Agrarian Development (Agrarian Development Act No. 46 of 2000). And much rural land in the east is state land held under Land Development Ordinance permits or grants, which cannot be freely sold. In 2020 an archaeological survey of the lands around the Muhudu Maha Viharaya in Pottuvil drew protests, so ask your lawyer to check that a plot is not claimed by the Department of Archaeology or the Forest Department, as well as the coastal-zone and lagoon setbacks.
