Coastal zone, paddy and state land: what to check in Trincomalee
Three rules apply on this coast. The coastal zone runs 300 m inland from the mean high water line, and up to 2 km inland around the mouths of lagoons connected to the sea; building in it needs a permit under section 14 of the Coast Conservation Act No. 57 of 1981. Paddy land cannot be filled or built on without the written permission of the Commissioner-General of Agrarian Development (Agrarian Development Act No. 46 of 2000). And much rural land in the east is state land held under Land Development Ordinance permits or grants, which cannot be freely sold. Land near the harbour and naval areas can be subject to restrictions; ask your lawyer to check reservations as well as the coastal zone.
